The main objectives are that the programme should contribute to: surveying what is being done regarding children and their environment, proposing appropriate strategies for co-operation between the public sector, and the private and voluntary sectors, in matters concerning children,defining the contours of a child-friendly society which enables families to carry out their child-rearing tasks in a positive manner, and in which the democratic forces of society defend children adequately against all forms of exploitation. The elements should take into account the best interests of the child, as set out in the United Nations Convention on the Rights of the Child. The broad basis of the programme would be the promotion, participation and protection of children and provision of services for them. Three key elements have been identified : - children and their environment - children and day care - social support systems for children at risk of, or who have been victims of, abuse, violence and exploitation.
The Centre for Europe's Children through its web sites - provides updated and substantial web based information on Children¡¦s Rights, promotes good practice and policies in Children,¦s Rights. The Centre' s web library (http://eurochild.gla.ac.uk) contains : - Full texts of Council of Europe Treaties Policies, Reports and Statements - UNICEF-TransMONEE database and summary report 6 monitoring the children's situation in Central and Eastern Europe -United Nations Convention and European State Party Reports also in full text, Child Safety on the Internet web database, Book store where children's rights publications can be promoted and sold. Web Services The Centre provides services to other organisations and networks concerned with children : In addition to the Council of Europe's Site it also provides web services for the European Network of Children¡¦s Ombudsmen (ENOC), the European Children¡¦s Network (EURONET) hosts CRINMAlL the mailing list of the Children¡¦s Rights Information Network and the ASEM Child Welfare Initiative as a Resource Centre and database (ARC) Technical Assistance While continuously developing the technical side of the resource the Centre is actively involved in a number of projects - including setting up a childcare monitoring system in Romania consultancy to the Bulgarian Government on children in care, international comparisons of services for children leaving state care.
