Family Care Centre “Bulduri” is a non profit institution, it is supported by local authorities. The Centre was founded on the 8th of March in 1994. It was founded to support children in need:
-orphans,
-children from risk families,
-physically, emotionally and sexually abused children
-under age pregnant women (before and after child birth),
The Centre provides appropriate circumstances for social rehabilitation, education, medical care and together with the Family Court protects childrens rights and interests.
There are 61 children aged 3-18 living in Family Care Centre “Bulduri”.
Statistical data:
· 9 of them are orphans,
· 12 parents lost their rights,
· for 40 parents their rights are suspended.
- parents of 2 children are in prision,
- 21 parents are alchocolics
- 3 parents have psychiatric desseases,
- 17 are neglected children,
- 2 are abandoned children,
- parents of 6 children have not living place.
Children, who live in Family Care Centre “Bulduri” come from social risk environment, they have been abused and neglected from adults and their parents who are alcoholics and have antisocial behaviour. Children have very low self esteem, they have wrong types of communicational skills, they have emotional deprivation, unstabile system of values.

Rehabilitation of under-age pregnant women and nursing mammies -
Kemeri
Project – Family care Centre of the Union of Local and Regional Governments of Latvia “Bulduri” in co-operation with the Finnish Union of Shelters and the Embassy of Finland in Latvia
Background:
Family care Centre of the Union of Local and Regional Governments of Latvia “Bulduri” was founded on the 8 March 1994. The Centre is a non-profit organization which is financed partly by the self-governments and state, as well as by sponsor donations from abroad and Latvia.
The children residing in the Centre are from Latvia – orphans; children whose parents have been deprived (withheld) parents’ rights; children who have suffered from violence; under-age pregnant women.
The workers and specialists of the Centre render assistance to a child and his family in order to solve social and psychological problems, they also perform fostering and educational activities.
Purpose of the Project:
On the basis of Finnish experience to create in Latvia such a system of support which would guarantee to the young pregnant and lying-in women sufficient medical, social and pedagogically-psychological recovery and would prepare them for performance of new social mission.
For realisation of the project aim FCC “Bulduri” has opened its rehabilitation department – Kemeri House.

“Kemeri House invites girls from all Latvia – under-age pregnant women and young mammies who are in crisis situation and who need shelter and support.
We invite self-governments, workers of social services, every inhabitant of Latvia to participate in our joint project by giving information about the pregnant women and young mothers in the desperate situation!
