According to the United Nations High Commissioner for Human Rights anti-trafficking measures "shall not adversely affect the human rights and dignity of persons, in particular the rights of those who have been trafficked and of migrants, internally displaced persons, refugees and asylum seekers". The Daphne III Programme was adopted by the European Parliament in its second reading on 22 May 2007 and will enter into force upon its publication in the Official Journal.
The Commission will thereafter be able to start implementing the programme and is hoping to be able to publish the next call for proposals for specific transnational projects in September/October 2007. A number of difficult issues are involved in looking at assistance for children victims of trafficking. Areas that need to be developed further exist side by side with areas where knowledge and expertise is already in place. How does exploitation affect the young person? Overall, the knowledge on how children are affected psychologically by exploitation is limited. Some experience exists but this is built on few cases and the knowledge has not been systematically organised nor is it in a form that can be communicated. The lack of knowledge in this field must not lead into denying young persons access to the best possible psychological care. The four C?s: Compliance, Control, Closure and Compensation seem to be important parts of any comprehensive psychotherapeutic treatment process that should be offered young persons that have been exploited. |

Save the Children Sweden introduced in March 2006 a website in several
languages, a free telephone line and an e-mail address for children and
young people who live in Sweden without the proper papers. One important
observation that can be made after the first year of this project is that
undocumented children are primarily treated as undocumented, and
secondarily as children. When they are treated as children first and foremost
it is due to the views of individual adults. Among the observations is also
that families who are forced to migrate are often at risk of being split up in
the process, and that separated children have become undocumented after
being denied asylum. |

In several cases the trafficker may be a boyfriend and the at-tempts to get to the girl and persuade her to join him again may be in line with the young trafficked persons own ambition. |

The Nobody's Children Foundation is a nonprofit non-governmental organization, which provides a broad scope of assistance to abused children, their parents, and guardians.
The Foundation's activities are addressed to physically, psychologically, and sexually abused and neglected children, their parents and guardians, as well as professionals dealing with cases of child abuse.
Our main goal is to develop an efficient aid system for abused children, a system that would integrate activities of state institutions, local authorities and non-governmental organizations working for the benefit of children in the particular region.
We provide short- and long-term assistance to victims of abuse and to their guardians. Moreover, we offer psychological, educational, and legal counseling to people who have contact with cases of child abuse. We organize specialist training programs on problems related to child abuse for various professional groups and interdisciplinary teams. We conduct research and analyses that broaden knowledge about the problem and form the basis for our activities.
The Foundation?s team consists of experienced experts in problems related to child abuse. Though differing in life perspectives, they are all firmly convinced that abused children and their families need to be helped. This conviction stems both from the knowledge of the detrimental health, developmental and social effects of abuse on any human being, and from the belief that it is our moral obligation to support the weak, the helpless and the confused, whenever and wherever we encounter them. |

The main aim of this thesis has been to investigate trauma and dissociation among Swedish adolescents and to evaluate the psychometric properties such as reliability and various kinds of validity of three screening instruments for assessment of dissociation and other symptoms of post traumatic stress. The three instruments in question have been Dis-Q-Sweden, A-DES and TSCC, the symptoms measured by these instruments are neither easy to capture nor easy for the adolescent to talk about. Therefore these self report scales are essential. A second aim has been to compare the results with results from other countries and to develop preliminary Swedish norms for the clinician to use. Age and gender differences have been looked upon as well as assessed symptoms connected to known experienced trauma/sexual and/or physical abuse and self-reported trauma in normal and clinical populations. |

Exact figures are impossible to ascertain due to the underground nature of the problem but there is little doubt that numbers are on the increase. Globally unaccompanied children make up 4 per cent of the total number of asylum seekers. This figure does not include those who have migrated undetected, either alone or by organised criminal gangs. |

The Finnish EU Presidency identified the fight against human trafficking as one of its priorities in the field of justice and home affairs. In combating trafficking, the Presidency emphasizes three cross-cutting principles: a human rights and victim-centred approach; enhanced operational cooperation; and a continuance of the actions against trafficking.
With a view to implementing the EU Action Plan on Trafficking in Human Beings, the Presidency organised a Seminar designed to share best practises in respect of the identification of children at risk of becoming victims of human trafficking (paragraph 3.3.c of the annex to the EU Plan). The Seminar took place on 31 October and 1 November in Helsinki.
The aim of the Seminar was to address the issue of the identification of children at risk from a practical and operational point of view. The Seminar programme followed the path of a child victim. The objective was to heighten expertise and share good practises among the actors operating against human trafficking while also identifying the ways in which all of these actors can better cooperate in identifying and protecting those children deemed to be ?at risk?.
The conclusions were on the agenda of the EU Council Multidisciplinary Working Group on Organised Crime. The JHA Council has confirmed that the current EU Action Plan will be evaluated by the end of 2007 and recommendations will be given for further actions.

New research from AKF in Denmark concerning children and young people placed in residential institutions. These children are a particularly exposed group in terms of the risk of sexual abuse. A study of residential institutions in Denmark shows that the majority of residential institutions have received children and young people who have been sexually abused prior to their placement in the institution. Likewise, a number of institutions have also had children who have been sexually abused by some of the other children at the institution during their placement.
The study raise the question: Are residential institutions prepared in professional terms to perform the task of helping children who have been sexually abused or should the local authority take care to ensure that special and individual treatment-related assistance is given to these children, even though they are placed in a residential institution.

Based on the general overview offered by the participants and consultants of the regional roundtable, Roma are especially vulnerable to becoming victims of trafficking. This is particularly the case for children, as they fall through the state social protective mechanisms because of, among other issues, a lack of civil registration documents. This is compounded by a shortage of information within the responsible state authorities regarding the nature and occurrences of trafficking among Roma, in particular of children. |

The idea behind the pilot project is to give separated children - be they former asylum seekers, beggars, workers in the black market or victims of trafficking - an opportunity to get in contact with adults who they can trust and who will not take advantage of them. |

This report is submitted in accordance with Commission on Human Rights resolution 2005/44. The resolution calls upon all States, inter alia, to take the necessary measures to eliminate the sale of children, child prostitution and child pornography by adopting a holistic approach and addressing the contributing factors, including, underdevelopment, poverty economic disparities, inequitable socio-economic structures, dysfunctioning families, lack of education, urban-rural migration, gender discrimination, irresponsible adult sexual behaviour, harmful traditional practices, armed conflicts and trafficking in children.
Noting that little attention has been given so far to the demand factor in the commercial sexual exploitation of children, and convinced of the importance of studying and understanding its dynamics in order to develop proper and efficient legal and political policies, the Special Rapporteur has decided to devote his annual report to this issue.

Weak laws and fragmented industry action is exposing children around the world to increasingly serious violence through the Internet and other cyber technologies, according to a new report released on the 11th of November 2005.
The report, Violence Against Children in Cyberspace, says violence against children through new technologies is pervasive, causes deep and lasting physical and psychological damage to the child victims, and is outstripping the resources of law enforcement agencies.
Violence Against Children in Cyberspace was written by ECPAT International with leading experts around the world as a contribution to the UN Study on Violence Against Children. The report draws together the latest knowledge on cyber violence against children and outlines an agenda for action, including greater industry action and stronger national legislations harmonised to international standards.

The Council of Europe in May of 2004 approved the expert report written by Mr Bragi Gudbrandsson from Iceland, on behalf of the Working Group on Children at Risk and in Care.

"Responsibility in transition: 16-year olds´ understandings of sexual exploitation" (NOVA Rapport 13/04) is a study done by Ingrid Smette at the Norwegian Social Research. This study explores how adolescents understand concepts relating to sexual exploitation and abuse. Furthermore, it investigates their perceptions of youths? and adults? different roles in relationships that the judicial system defines as exploitative or abusive. The report is based on focus groups interviews with a number of 16-year olds, who were recruited from upper secondary schools and from an Internet cafe run by the municipality of Oslo. As background material, several relevant legal texts are analysed and discussed. Relationships between minors and adults established via the Internet and youth selling sexual services - two phenomena often referred to as examples of sexual exploitation of youth - are used to approach the concepts of interest for this study. |

"Exchange, love, abuse. Sexuality among adolescents on the fringe" is written by Camilla Jordheim Larsen and Willy Pedersen (NOVA Rapport 10/05). The background for this report is recent research on adolescents who sell sex. The studies have brought to light a long range of experiences that involve the exchange of sex for other goods, but that do not easily fit into fixed categories. Sometimes terms like "prostitution" or "survival sex" seem appropriate, other times they do not. In addition we wanted to study relations and situations in which sex seemed to play a problematic role. The report is based on 60 in-depth interviews with adolescents and young adults. The selected samples were not based on sex sale experiences, but on characte¬ristics that have been indicated - by quantitative studies - to give increased risk of sex sale.

The National Board of Health and Welfare has, in accordance with the Proposition
on Women's Safety (Kvinnofridspropositionen 1997/98:55), been
assigned by the Swedish government to gather information on and to monitor
the extent and development of prostitution, and of social measures applied
at the local level. The first report in connection with that assignment was
published in 2000 under the title of ?Prostitution in Sweden, 1998?
1999?.(Kännedom om prostitution 1998?1999). It is now followed up with
this, the second report which focuses on the extent and development of
prostitution.
This report is based primarily on interviews with a number of individuals
whose work involves dealing with prostitution. We also cite the relevant
research in this area. |

The European Society working with Sexually Abusive Youth (ESSAY) will hold its second conference in Utrecht, the Netherlands.
ESSAY is a multi-disciplinary, pan European Collaboration to promote research, effective assessment and intervention with children and young people to reduce the risk of offending. Its Board includes members form Belgium, Germany, the Netherlands, Spain, Sweden, Switzerland and UK. ESSAY aims to increase awareness of the causes, consequences and prevention of sexual abuse by young people.
The conference is intended for psychiatrists, psychologists, therapists, educators, probation officers, social workers, researchers and other interested parties.

The catastrophe in Southern and South East Asia has left tens of thousands of surviving children bereaved of their parents. An uncountable number have been deprived of their homes and tens of thousands of children have died. The world is in mourning and in shock. In many countries thousands of tourists are now returning home with terrible experiences that will take a long time to heal. Children will return without parents and parents will return without their children, meaning that thousands are directly and even more are indirectly affected by the tragedy. The Working Group for Children at Risk encourages all to do what they can to alleviate the burden put on the children, their parents and all others affected by this enourmous tragedy. |

The study explores how adolescents understand concepts relating to sexual exploitation and abuse. It also investigates their perceptions of youths' and adults' different roles in relationships that the judicial system defines as exploitative or abusive. The report is a result of the research project Commercialisation and sexualisation of adolescence: The right to one's own life, initiated by several Norwegian NGOs working with children and adolescents, including Save the Children Norway. |

On February 22, 2004, during a ceremony organized by the Ministry of Justice and the Nobody's Children Foundation, 2004 was announced the Year of Child Victims of Crime. Moreover, several programs were inaugurated, aimed at protecting children from crime and supporting child victims of crime who participate in legal procedures. These programs include the "Child: Witness with Special Needs" social campaign, organized by the Nobody's Children Foundation in cooperation with the Ministry of Justice. One component of this campaign is the conference "Helping Child Victims of Crime", held on October 25-26, 2004, and co-organized by three partners: The Office of the Capital City of Warsaw (Social Policy Bureau), The Ministry of Justice, and the Nobody's Children Foundation. |

Report from the first Polish survey on the phenomenon of pedophilia and pornography on the Internet conducted in 2003 by Nobody's Children Foundation.
The study focused on: children's risky behavior on the Internet, experiences of unwanted chatting and sexual proposals and unwanted display of abuse images. The results confirmed among others that 87% of children is exchanging personal data with persons met on the line.

The author has an in-depth insight into the prostitution and drug scene along the German-Czech border through her work with the social project KARO. Her report gives, for the first time, a detailed picture of the commercial sexual exploitation of children in this region, heavily frequented by German tourists. It shows the scale of the business and the conditions in which its victims live. The conclusions are harrowing: In the German-Czech border region, a flourishing commerce in child sexual exploitation has developed. |

Nykyisin kieltoa ei voida määrätä, jos asianosaiset asuvat yhdessä. Perheen sisäinen lähestymiskielto voidaan määrätä enintään kolmeksi kuukaudeksi, ja se velvoittaa kiellon saanutta poistumaan kodistaan.
Syyttäjä saa myös jatkossa pahoinpitelyissä saman harkintavallan kuin muissakin rikoksissa, koska syyttäjän on ollut hyvin vaikea selvittää, onko uhri esittänyt pyynnön jättää syyte nostamatta vapaaehtoisesti ja ilman painostusta.

By the end of the year, the European Commission will present a White Paper on the issue of a European criminal record. Final report from the Committee on knowledge about sexual exploited children in Sweden.
Sexual exploitation of children comprises trafficking in children, child prostitution/sexual exploitation for payment and child pornography. The report contains a description of these three problem areas, relevant legislation is reported and risk factors identified. Investigations, measures and treatment for both victims and perpetrators are reviewed as well as joint action at both national and international levels. The committee has also presented certain proposals for continued work on issues concerning the sexual exploitation of children. |

This "Joint East West research on trafficking in children for sexual purposes in Europe: the
sending countries" (trafficking II) is the second part of a study undertaken by the ECPAT
Europe Law Enforcement Group into the trafficking of children for sexual purposes in Europe.
The first part of the study (Trafficking I) was published in 2001 and covered the "receiving
countries" of Belgium, Finland, France, Germany, Italy, Norway, The Netherlands and the
United Kingdom. This second part looks at a number of countries in Eastern Europe, estimated
to be "sending countries" of minors into the sex trade in countries of Western Europe. The
countries covered are Albania, Belarus, the Czech Republic, Estonia, Moldova, Romania,
Russia and the Ukraine. |

Very little is known about trafficking in children to Denmark. This is primarily owing to the fact that
trafficking is a clandestine endeavour - particularly when children are involved - and minors are
often equipped with false papers indicating they are more than 18 years of age. The victims rarely
come to the attention of the authorities; it is therefore impossible to completely document the
extent of the problem. Save the Children Denmark has therefore conducted a study in which we
have attempted to cast light on the trafficking in children to Denmark. This study focuses on:
1 - the actual situation regarding the trafficking in children to Denmark, and
2 - the rights and help available to children trafficked to Denmark. |

Among those who seek asylum in Sweden are children and young people who arrive in this country without an accompanying legal guardian - they are known as unaccompanied minors. Sometimes they travel to Sweden with relatives, sometimes with the aid of smugglers. Sometimes they make their way to Sweden alone and unassisted. There are unaccompanied minors who already have relatives in Sweden, and there are those who have no contact with Sweden at all. There are unaccompanied minors who bear with them terrible memories of the events they have witnessed. However, regardless of their individual circumstances, all these children and young people are vulnerable simply because they are alone in a strange country without a guardian - a guardian who can ensure that they receive all the care and protection they need. |

The meeting was hosted by the Ministry of Social Affairs in Estonia and organised in cooperation between the ministry, Tartu University and the Tartu Child Support Centre. At the meeting, Ms Monika Luik from the Ministry of Social Affairs made a presentation on current Child Protection Issues in Estonia from the perspective of WGCC priorities. finding appropriate solutions to the problem of separated children crossing borders in
the Baltic Sea Region.
The aim of the conference was to strengthen the co-operation between different NGOs
in the region regarding national as well as international co-operation for all Separated
and Trafficked children.
The conference was attended by 90 participants from more than 50 NGOs representing
nearly all the Council of the Baltic Sea States (CBSS) countries and also Moldova,
Ukraine, Belarus, Albania, Bosnia-Herzegovina, Italy and Romania. |

My name is Garfield Prowse and I am a Senior Social worker in Western Australia. I am part of a project team that is working on setting up a Video Evidentiary Unit with the Police to interview children who have been abused.
The project team are looking at practice around the world in this area with particular interest as to if one or two interviewers are better for the child. The UK and some states of the US (eg North Carolina) appear to favor two interviewers. Whilst New Zealand, South Africa, Spain, Nigeria and some US States utilize just one person to interview the child. We would be interested in your experience in this area and in particular any research that covers this area

This Master`s thesis (Siret Linde, 2002) study treats abuse of children in welfare institutions on the basis of scientific literature, questionnaires, essays of children in orphanages and everyday experience. 105 children, 64 girls and 41 boys aged 12-16 from six orphanages and one shelter home participated in the questionnaire. The results were analysed with the quantitative method. In addition, the essays on violence of children in welfare institutions have been analysed with the qualitative method.

This study maded by Helena Pukk (2002) investigates the risk and protective factors for child physical abuse (CPA) and Parent-to-child physical aggression (PCPA).Miler-Perrin & Perrin (1999) divided child maltreatment into six different categories ? emotional neglect, physical neglect, educational neglect, emotional abuse, physical abuse and sexual abuse. This Master`s thesis (Siret Linde, 2002) study treats abuse of children in welfare institutions on the basis of scientific literature, questionnaires, essays of children in orphanages and everyday experience. 105 children, 64 girls and 41 boys aged 12-16 from six orphanages and one shelter home participated in the questionnaire. The results were analysed with the quantitative method. In addition, the essays on violence of children in welfare institutions have been analysed with the qualitative method.

It is by now a well-known fact that also people with disabilities experience sexual abuse. However, until now within research and prevention this area has not had any high priority. And still only little is known about why this group of people seem to be at a higher risk of becoming victims of sexual abuse, - and how this risk can be minimised, assaults prevented and victims supported. Socialt Udviklingscenter SUS (Social Development Centre) is initiating the set up of a Nordic Network, which can contribute to the strengthening of this topic in relation to research, in practice, and on a political level.The first network meeting will be held in Copenhagen.

While abuse images of many thousands of children are available on the Internet, in relatively few cases have these victims been identified. There are variations in the practice of law enforcement and welfare agencies in both investigation and support for children. This project, through focussing on what has led to successful investigations, has raised a number of important issues that law enforcement and child welfare may wish to consider in future cases. These include issues of image analysis, investigative techniques, the balance between local, national and international co-operation, disclosure by child victims, telling victims about images, and helping victims towards closure. While the findings are necessarily preliminary in nature, they do stress the importance of a victim focus on dealing with child abuse images, and explore what such a focus may mean.
The meeting at Rädda Barnen in Stockholm is an opportunity to share the findings of the ground-breaking research carried out by the VIP Project team with law enforcement professionals, prosecutors, child protection personnel and others in the Baltic Sea region, that come in contact with cases of child pornography and with children victimised by having their abusive images circulated on the internet.

Nordic Child Protection Conference ?Nordic child protection in the new millennium?
When I was young
and walked alone,
alone I lost my way.
I felt rich
when I found company
Man delights in man.
With this verse from the Saying of the Vikings we extend a heartfelt welcome to the participants in the Nordic Child Protection Conference, which is held in Iceland this time. We here in the Nordic countries have a long tradition in conveying knowledge and learning from each other within the child protection sector. We have a joint history and roots in many respects, our social structures and human values are similar, and our legislation is based on the same principles.
In a world that is steadily becoming smaller we see an increasing number of people placing a question mark to Nordic cooperation. One of the reasons is the language. Not all Fins and Icelanders speak a Scandinavian language, whereas most are fluent in English. It has been claimed that Nordic cooperation cannot flourish in the English language, whereas others are of the opinion that speaking a language they do not use every day places everyone in an equal position.
At this Child Protection Conference we have attempted to unite some of these views. The main speaker, who comes from England, will address child protection from a broader point of view than just the Nordic one. Additionally, we will learn about the conclusions from a joint Nordic project in child protection. Some of the presentations will be in English, but through simultaneous interpretation we will attempt to ensure that a lack of knowledge of a Nordic language or English will not prevent anyone from participating.
Each country has selected its own theme at the conference, a theme that will highlight the relevant presentations. This applies both to the presentations and the workshops. The objective is to facilitate the participants being able to go in more depth into each theme instead of hearing a few things about a lot of themes. The themes are as follows:
Norway: From recipient to actor
Sweden: Research/praxis
Denmark: Quality, evaluation, performance measuring
Finland: Early input
Iceland: Partnership
The Planning Committee has selected the main themes and prepared them, each in their own country. The conference in Iceland is arranged by Barnaheill (Save the Children) and Barnaverndarstofa (The Government Agency for Child Protection), which has organized the conference together with representatives from other organizations.
We look forward to an educational, active, and interesting Child Protection Conference, where we will have ample opportunity to have discussions with colleagues from other countries. There will also be ample time to experience what Iceland has to offer.

The Safer Internet Programme provides funding for activities to deal with illegal and harmful content, as part of a coherent approach by the European Union.
The Safer Internet Programme as originally adopted ran for 4 years 1999-2002. The European Parliament and Council have decided to extend it for a further two years 2003-2004. See this decision.
The programme has four main actions:
- setting up a European network of hotlines for reporting illegal content
- encouraging self-regulation
- developing content rating and filtering, benchmarking filtering software and services
- raising awareness of safer use of the Internet
The coverage of the Safer Internet Programme Plan will extend to new online technologies, including mobile and broadband content, online games, peer-to-peer file transfer, and all forms of real-time communications such as chat rooms and instant messages primarily with the aim of improving the protection of children and minors. Action will be taken to ensure that a broader range of areas of illegal and harmful content and conduct of concern are covered, including racism and violence.
The total budget is 38.3 mio euro.

The Conference was organised by the US Embassy to Finland, the Canadian Embassy to Finland, the Swedish Embassy to Finland and the Finnish Government in co-operation with the Council of the Baltic Sea States. The meeting enjoyed the presence of several dignitairies like H.E. President Halonen of Finland, H.E. President Freiberga of Latvia, H.E. Prime Minister Jättenmäki of Finland and H.E. This survey was carried out in preparation for launching a counter-trafficking information campaign, particularly in order to find out the general public attitude in the Baltic States towards trafficking in human beings, especially in women, and views on migration in general. In particular, it was important to assess whether the people knew whom to address for help if their family or friends fell victims of trafficking. According to the findings of the study, awareness on these issues is rather low. Another purpose of this research was to prepare grounds for an effective and well-targeted IOM counter-trafficking information campaign in the Baltic States. In total, the results of the study are likely to be of interest to the academic community as well as to practitioners working in the field of preventing trafficking in women.

This report presents summary of proceedings from the Regional Seminar in Vilnius and recapitulates the main points that emerged during its presentations and discussions. This seminar was an opportunity to summarize the results of the implemented IOM research project and present its findings to the audience. It was also a chance to present the IOM information campaign in Baltic States, including its conceptual framework and the "Human Marionette" visual design. Discussions and comments provided valuable feedback to designing IOM's further measures in combating trafficking in women in the Baltic States, chiefly information campaign and administrative capacity building. Seminar proved to be an important event in promoting networking and consolidating working links between key actors active in combating in trafficking in women.

With this conference the Diakonisches Werk Schleswig-Holstein aims at drawing attention to the difficult situation of children and youngsters who witness violence against their mothers and who often become victims of violence themselves The psychological and physical violence which they have to endure is rarely turned into a public issue. Institutions are seldom aware of such problems. The conference pursues the intention to improve the coordination of support for children who live in families with violence problems and will highlight aspects of prevention, especially of disabilities, by integrating early and low level support offers into the discussion of innovative approaches (best practice projects).
The conference will focus on a range of open questions
- How is the problem discussed in European countries?
- Which are the psycho-social support offers?
- What is the importance of networking and multi-professional cooperation?
and offer a forum for professional exchange and competent discussions amongst European experts of various disciplines. Together with politically responsible actors, the conference will create awareness for the consequences of domestic violence against children in regard to possible disabilities.

The UN is launching a project for ?Building non-governmental support structures for victims of violent crime, including victims of trafficking in persons?. The project sets out to fund five pilot schemes with demonstrable practical outcomes for victims of violent crime. As support structures for victims of violent crime are comparatively advanced in developed countries, applications are restricted to projects originating from developing countries or countries in transition.

The European Society working with Sexually Abusive Youth (ESSAY) will hold its first conference in Amsterdam from 12 - 14 May 2003. ESSAY is a multi-disciplinary pan European collaboration to promote research, effective assessment and intervention with children and young people to reduce the risk of offending. Its Executive Committee includes members from Belgium, Germany, the Netherlands, Spain, Sweden, Switzerland and UK. ESSAY aims to increase awareness of the causes, consequences and prevention of sexual abuse by young people. The focus will be on what different European countries can learn from each other's experience of identifying, working with and managing the problem of sexual abuse by young people. As a result of historical changes the problem is also actual in Estonia, most of all in its capital Tallinn. The results of the survey (Aire Trummal) have shown that prostitution of minors can be viewed from two angles: procuring of underage girls in brothels or so called apartment firms, and sexual exploitation of street children. |

Now it has become evident that the child abuse is a serious problem in the society. At the same time the domain of child abuse is problematic since there is a lack of single terminology and exact definitions on child abuse. This survey (Triin Edovald, 2002)outlines methods that were applied for assessing child emotional abuse in the environment of children?s home by exploring different aspects of emotional abuse in child-caregiver interaction. |

Violence against women is very widely spread in Estonia. The research conducted by the Estonian Open Society Institute this summer shows that the Estonia does not differ significantly from other countries in terms of the level of violence against women. In Finland, 306 women suffer every day from physical or sexual violence in their intimate relationship.15 252 women experience physical violence and 33 women sexual violence every day in Estonia. 2/3 of cases of violence against women is occurring in the home of the woman. Almost every second woman is injured because of violence and every seventh woman is subject to serious, also life-threatening injuries and traumas. |

There are 9 prison institutions in Estonia. Four of the prisons are closed, 3 semi-closed and 2 institutions are for young offenders. At present the prison population in Estonia is 4636. Some 3 % of all prisoners are women.
Convicted young offenders are incarcerated in Maardu (preliminary confinement prison for male minors), Harku (female convicts), and in Viljandi Prison (male minor convicts, aged 13-21).

Emotional abuse as a frequent phenomenon is yet not acknowledged by orphanage managers. This report focuses on the child as an individual in the here and now and is based on an understanding of children as representatives of a separate social group, with their own rights and needs and as active re-constructors of their own realities. Although almost ten years have passed since Estonia joined the UN Convention on the Rights of the Child, neither children nor adults have clearly acknowledged the rights of children. The child is often perceived as the result of a problem, when he/she is brought to the attention of a specialist. Even then, adults may not believe what the child reports, as his/her truth may appear to be a fabrication or cause the adults to question their own ideals, values and persuasions.
The Report is a collaborative work by specialists and scientists who work with children and by children who have participated in various research programs.

At the meeting of Heads of Governments in the Baltic Sea Region in St. Petersburg in June of this year the issue of unaccompanied minors in the region was addressed. In the Chairman?s conclusions, under ?Human Security? it was stated:
?Joint efforts are also needed to find appropriate solutions to the acute problem of trafficking in children and the increasing number of unaccompanied minors crossing national borders within the region, their proper care, identification, repatriationa and rehabilitation. In these activities, the member states will take into account the outcome of the UN General Assembly Special Session on Children held in May 2002.?
Preparations for the Baltic Sea States Summit, deliberations in the CBSS Working Group for Co-operation on Children at Risk and subsequent consultations have demonstrated that unaccompanied children in the region constitute a considerable challenge to authorities and agencies in most countries, many of which are countries of origin, transit countries and host countries. Childcare agencies and authorities in host countries have difficulties with assessment and care of unaccompanied children. Some unaccompanied boys and girls have been engaged in criminal activities and some have been sexually exploited, trafficked into the country for the sole purpose of sexual exploitation in the commercial sex market. Childcare agencies and authorities in countries of origin are concerned about children that try to, or are forced to seek residence in other countries of the region. Migration authorities in host countries encounter problems in identifying the children and in repatriating them in cases where residence permit is not granted. Authorities in countries of origin also face the problem of identifying children for repatriation and additionally of reintegrating them into society. Border control authorities are concerned about the transfer of unaccompanied children across borders.
It is in response to this the Swedish Minister for Development Co-operation, Migration and Asylum Policy and the Working Group for Co-operation on Children at Risk within the Council of the Baltic Sea States invite member states within the CBSS and Belarus, Ukraine and Moldova to a meeting to discuss improved assessment, care, and preventive measures. The meeting will also focus on how to facilitate identification, and reintegration of unaccompanied minors and trafficked children taking into account the international conventions and agreements on the issue. We also believe that countries in the region, taking into account the outcome document from the UN General Assembly Special Session on Children, need to streamline the joint efforts regarding girls and boys subjected to trafficking. Their specific needs as well as the specific needs of other unaccompanied children in relation to reintegration and rehabilitation will be addressed at the meeting.

On the 22nd-23rd of October, Save the Children of ten European countries organized an expert seminar in Copenhagen to discuss a new report: Child Abuse and Adult Justice, a comparative study of different European Criminal Justice Systems handling of cases concerning Child Sexual Abuse. In the report and the accompanying recommendations from Save the Children, the Children´s House in Iceland (Barnahus) is referred to as an example of "best practice". Consequently, Mr. Bragi Gudbrandsson, director general of the Gov. Agency for Child Protection and the Chair of the WGCC, was requested to present the Children´s House at the expert meeting.

The present report describes the results of a survey of the welfare of young people in Denmark. The survey comprises 6,203 pupils in 9th grade corresponding to 11% of this age group in Denmark. It was carried out in the spring of 2002. The overall purpose of the survey reported here has therefore been to study how often sexual assaults on children occur; their nature; which children are being assaulted; who are the assailants; and how may such assaults affect the development of the abused young boy or girl. At the same time the survey has uncovered the young persons? experiences with physical violence and their views as to why sexual and physical assaults occur and how they may be avoided. |

In 2001, from 17 till 20 December, the Second World Congress against Commercial Sexual Exploitation of Children was convened in Yokohama, Japan, as part of a follow-up process to review developments since the First World Congress. It was co-hosted by the Government of Japan, the United Nation Children?s Fund (UNICEF), the End Child Prostitution, Child Pornography and Trafficking of Children for Sexual Purposes (ECPAT) organisation, and the NGO Group on the Convention on the Rights of the Child. The Second World Congress provided a welcome opportunity to strengthen/consolidate world-wide partnerships ? old and new ? since the First World Congress and to reinforce the global commitment to protect children from sexual exploitation and sexual abuse. The CBSS Commissioner on Democratic Development organised a round table meeting on "Children in Prison" On the Protection of the Rights of Children Deprived of Their Libery. Approximately 40 representatives from the Baltic Sea Region participated in the meeting that took place in Helsinki, Finland on the 11th of September 2002. At the meeting Mr Bragi Gudbrandsson, Head of the Barnahus in Reykjavik, Iceland and Chair of the Working Group for Co-operation on Children at Risk, made a presentation on Children in Prison. |

The preparations for the 2nd Conference on Children and Residential Care are now under way. Several national meetings and conferences all around the world in preparation for the Conference is currently taking place.

The conference is organised by Stockholm University, Department of Social Work; The Swedish National Committee of ICSW - International Council on Social Welfare and the Swedish National Committee for UNICEF

The research report Sex to survive or shadows of love is a NOVA report just published resently (NOVA report 5/02). It is written by Kristinn Hegna at NOVA and Willy Pedersen at Institute of Sociology, University of Oslo. The report describes the selling and exchange of sexual services done by young people under the age of 18. The report presents results from a representative survey study of 12.000 adolescents in Oslo and some results from qualitative studies of social workers and others working with young people and/or prostitution. Why do some boys develop into troublesome youth who eventually get sentenced for a violent crime? In planning a strategy to fight violent crime it would be useful to know if altering the conditions of children''s upbringing and the ways we treat children generally could contribute to a reduction in the incidence of ciolent behaviour that leads to convictions among adolescents and young men. In this study information from population-based registers covers various aspects both for children, aged between 15 and 27 years, and their parents: health (mental and physical), education, social networks, family violence, self-destructive behaviour, parental alcohol or drug abuse, and unemployment.

The Red Barnet's work against child pornography |

The Red Barnet hotline was launched in 1998 and receives on average 500 reports every month. The hotline staff analyses and assesses all reports. Reports dealing with potentially illegal material are sent on to hotlines in other countries or to the Danish police.
The hotline staff has knowledge about the use of the Internet by paedophiles, and work closely together with the National Center of Investigation in IT-crimes. The hotline also co-operates with national Internet Service Providers about illegal Material and Internet Safety.
The fight against child pornography on the Internet is a part of Save the Children's work against sexual abuse of children. As all that Save the Children does, the UN Convention of the Rights of the Child underpins he work. |

A Child Abuse Team was established at the Special Objects Unit within the National Criminal Intelligence Service at the Swedish National Investigation Department in November 1995. This was the result of the work executed by a Parliamentary Commission, which was started after the two first major child pornography cases in Sweden in 1992 and -93. |

This book by Anders Nyman, Börje Svensson and Olof Risberg has recently been translated into English. The authors are all psychotherapists working at Save the Children Sweden's Centre for Children and Adolescents in Crisis, and have many years of experience in therapeutic work with both victims of sexual abuse and young offenders of sexual crimes against children. |

The executiive committee of the International Association for Child and Adolescent Psychiatry and Allied Professions have decided, based on concerns regarding travel restrictions issued regarding India, that they can no longer promote the conference under its eagis. The Indian organisers have decided to go ahead with the conference according to the original plan.
The theme of the Congress is "Brain, Culture and Development: Tradition and Innovation in Child and Adolescent Mental Health". This highlights the importance of integrating biological and sociocultural themes to understand child development where new knowledge and innovations need to be interwoven into the fabric of traditional wisdom of societies and of the profession.This overarching focus has been built into the programme and will be reflected in its various forms.

Karin Torhall has written two papers on prevention. The first paper is a general analysis of different ways to prevent sexual abuse of children. The second paper reports on a specific project which Karin Torhall has run over a period of six years in several schools in Sweden. The aim was to teach children about their right to defend themselves against sexual abuse and to make teachers aware of the problem. Karin Torhall is director of the child guidance clinic in Falun, Sweden. |

By the time criminal charges are pressed some time or even years can have passed since the last act of severe sexual assault took place. Survey data show that out of all sexual assault cases reported i 1997 nearly 61% will be turned down after long-lasting proceedings in the legal system. Sexual assault like incest and rape are the most common cases to be dismissed already before any court proceedings. |
